France plans to legalise online casino gaming in 2025

The French government is set to legalise online casino gaming in 2025, marking a significant shift in the country’s gambling regulations. Currently, France allows online sports betting but prohibits online casino games. Alongside Cyprus, it’s one of only two EU nations with this restriction.

This legislative change is part of France’s draft budget for 2025, with officials hoping it will boost national finances through tax revenues. The proposed tax rate for online casino games is 55.6% on turnover. By regulating this market, the government also aims to control illegal gambling and reduce the health risks associated with problem gambling.

The European Gaming and Betting Association (EGBA) supports this move, highlighting a study that estimates black-market casino gaming in France could generate up to €1.5 billion (£1.3 billion) in annual gross revenue. Legalisation could redirect this revenue into the regulated market, benefiting the national economy.

However, the proposal faces opposition. France’s land-based casino sector is voicing strong concerns, citing the potential impact on its revenue and employment. Grégory Rabuel, President of the Casinos de France Union, warned that opening online casinos to competition could result in a 20–30% decline in land-based gross gaming revenue and lead to the closure of up to 30% of physical casinos.
