Italy’s gambling revenue reached €21.6 billion in 2024 as online Gaming boomed

Italy’s Customs and Monopolies Agency (ADM), under the leadership of director Roberto Alesse, presented its annual update at a recent summit of state agencies. The ADM, which regulates gambling in Italy, shared new data and outlined its enforcement efforts for 2024.

Gross gaming revenue (GGR) in Italy reached €21.6 billion in 2024. This marks a 4.4% increase compared to the previous year. Online gambling drove this growth, with revenue rising 17% to €5 billion.

Land-based gambling held steady. It brought in €16.5 billion, showing only a slight year-on-year increase.

Total stakes placed by players hit €157.5 billion. Of that, €92 billion came from online gambling, while €65 billion came through land-based channels.

The ADM stepped up its enforcement in 2024. It conducted over 19,000 inspections across the country. These actions resulted in 3,319 administrative sanctions. Authorities also shut down 721 illegal gambling websites.

Tax assessments from these enforcement efforts amounted to €72.5 million.

Italy’s gambling sector also saw key developments in licensing. The application window for new online gambling licences will close on 30 May 2025. Licences cover betting, online casino games, poker, and bingo.

The tender process is expected to raise €350 million upfront. Operators will also pay an annual licence fee of 3%.

The ADM awarded the main Italian lottery licence to Lottoitalia, a consortium of IGT, Allwyn, Novomatic, and the Tobacco Retailers Federation.

Lottoitalia beat Flutter’s Sisal with a €2.23 billion bid. It scored higher on both technical evaluation (40 vs 38.9) and financial scoring (60 vs 59.4). The final score was 100, compared to Sisal’s 98.3.

The new nine-year concession runs until November 2034. Lottoitalia will pay €500 million in 2025, €300 million later that year, and the balance in April 2026.

Commission rates include 6% on wagers and 8% for direct-to-consumer online gaming operations.
