New Brazilian bill has targeted predatory betting promotions

Senator Eduardo Girão has introduced Bill No. 1,018/2026 to the Brazilian Senate. This proposal aims to stop gambling firms from using “predatory” marketing to retain customers. Specifically, it targets the psychological triggers that keep players betting.

The bill introduces Article 29-A to Brazil’s current gambling law. This new rule would strictly prohibit several common industry practices:

  • Financial Incentives: Companies can no longer offer cashback, loyalty points, or deposit bonuses.
  • Player Tracking: Operators must stop using betting history to send personalised “nudge” notifications.
  • Gamification: The law would ban scoring systems and rankings that encourage longer play sessions.
  • High-Risk Protection: Firms must actively prevent marketing from reaching users with signs of compulsive behaviour.

Although Brazil regulated online betting in early 2025, Senator Girão argues that the current rules are too weak. He believes these incentives directly cause increased debt and mental health issues.

Furthermore, President Lula da Silva has recently suggested a total ban on online casinos. Consequently, this bill has a strong chance of passing as a “middle-ground” solution.

If the Senate approves the bill, the Ministry of Finance will oversee its enforcement. Crucially, betting companies will have just 90 days to redesign their platforms and remove all prohibited features. This shift marks a major turn toward strict consumer protection over industry growth.

Kazakhstan approves new casino zones for foreign tourists

Kazakhstan is set to expand its gambling industry by launching four new dedicated zones. These areas aim to boost international tourism and attract high-spending foreign visitors to regions beyond the major cities.

The government has selected strategic locations famous for their natural beauty. These new developments will focus on:

  • Mangistau: Specifically the Caspian Sea coast.
  • Zhetysu: Near the shores of Lake Alakol and the Panfilov district.

  • East Kazakhstan: Near Lake Zaisan and the Markakol area.

Crucially, authorities will protect the environment during this rollout. Gambling establishments are strictly prohibited in heritage sites, nature reserves, and areas vital to national security.

This move introduces a two-tier system for the country’s gambling sector. While the existing hubs in Konayev and Shchuchinsk-Borovoye allow both locals and foreigners, these four new zones are reserved for international tourists only.

This approach ensures Kazakhstan can capture global leisure spending while managing social impacts domestically. It stands in contrast to other markets, such as Vietnam, which have recently experimented with allowing locals to play.

Baurzhan Rapikov, the Deputy Minister of Tourism and Sports, highlighted the significant financial potential of these projects. Each new casino is expected to:

  • Create roughly 500 new jobs.
  • Generate 2–4 billion tenge in annual tax revenue.
  • Help double the number of gambling tourists to 200,000 per year.

With the tourism sector already generating over 1.25 trillion tenge in revenue, these new zones represent a major step in the country’s plan to become a leading Central Asian travel destination.
