Sweden has approved a tougher stance on gambling credit
The Swedish Riksdag has officially approved an expansion of the nation’s ban on gambling credit. Consequently, the new amendment to the Gambling Act 2018 will take effect on May 1, 2026.
This decisive move aims directly to counteract problem debt among gamblers. Initially proposed last year, the new law closes a previous loophole. For context, Sweden already prohibited licensed operators from offering credit directly. However, players could still gamble using credit from other external sources. Now, the government is closing that gap.
So, what does the new, extended ban actually mean?
First and foremost, licensees and their agents cannot allow or facilitate gambling with borrowed money. In short, they must not participate in its financing.
Furthermore, operators now face a strict new rule: they must refuse bets they know are funded with credit. To achieve this, those who handle online payments should specifically block credit cards as a payment method.
Additionally, the legislation demands proactive measures. Licensees must now actively discourage credit-financed gambling. As a result, players might see warning signage at physical betting venues or receive on-screen notifications in online games.
The Swedish gambling regulator, Spelinspektionen, has clarified the next steps. Essentially, any operator with a Swedish licence must review their entire operation. They must then assess and implement the most appropriate measures to prevent credit use.
Notably, this change applies to all forms of licensed gambling, regardless of how it is delivered. However, there is one key exception. Spelinspektionen can grant exemptions for certain operators with a licence for public benefit purposes.
Finally, it is important to note that unlicensed games are not affected. For instance, municipal registration lotteries fall outside the scope of this new provision.
