Romania’s gambling age has been set to rise
Romania’s gambling industry is facing a major crackdown. The country’s Senate has just backed two new bills designed to significantly restrict access to gambling. Consequently, these proposals now head to the Chamber of Deputies for final approval.
Firstly, lawmakers have supported a bill to raise the minimum gambling age. National Liberal Party (PNP) MP Raluca Turcan introduced the legislation. It would increase the legal age for gambling from 18 to 21. This move aligns Romania with several other European nations. For example, Belgium, Greece, Lithuania, and the Netherlands already require gamblers to be 21. Similarly, Bulgaria is currently considering the same change.
Secondly, the Senate approved a separate initiative focused on advertising. The Save Romania Union (USR) proposed a strict ban on gambling promotions. Specifically, the ban would apply from 6 a.m. until midnight across all online and broadcast media. What is more, the legislation would stop operators from using celebrities, athletes, or influencers in their adverts. The governing Pro-Europe alliance strongly supports this proposal.
Turcan cited alarming data from the NGO Save the Children as the reason for her bill. The findings revealed that Romania has the highest rate of youth gambling problems in Europe. She expressed her satisfaction with the Senate’s cross-party support.
Both pieces of legislation are now priority items in the Chamber of Deputies. If the deputies vote in favour, President Nicusor Dan will formally sign them into law.

A new study proves that social environments heavily influence betting behaviour. Currently, nearly 24% of Dutch adults see gambling as a normal activity. However, this figure jumps to 32% among men.
When a group of friends treats betting as a routine hobby, individuals feel intense pressure to join in. The KSA calls this the “romanticisation” of gambling. Because friends and family often boast about wins but hide their losses, the risks remain invisible. Key findings from the study include:
- 22% of people say regular gambling happens within their immediate social circle.
- 43% of participants would likely quit if their peers stopped betting.
- Social pressure acts as a primary catalyst for starting and maintaining the habit.
The research also highlights dangerous myths about financial gain. Approximately one in five people hears that gambling is a quick way to get rich. This narrative totally ignores the mathematical “house edge.” Instead, it frames high-risk bets as a smart financial plan.
Furthermore, players usually only share stories of big payouts. This selective honesty creates a false sense of security for beginners. While they see the occasional prize, they rarely see the mounting debts behind the scenes. Therefore, it becomes very difficult for observers to spot when a hobby turns into a serious addiction.
Stigma is still a massive barrier for those suffering from gambling harm. Indeed, 29% of consumers state they would never seek professional help. Additionally, 34% of people find it too hard to confront a friend about their habit.
Society often views these problems as personal failures. In fact, 75% of respondents blame the individual rather than the addictive product. This judgemental attitude forces many people to hide their struggles. They fear social rejection or losing their jobs if they admit to losing control.
KSA Chairman Michel Groothuizen recently stressed the need for better public education. To tackle these issues, the regulator launched the OpenOverGokken platform. This site replaces the older Loket Kansspel website and offers a significant upgrade.

- Expert advice to help break the taboo of addiction.
