Estonia to amend gambling act: key changes expected by 2026

The Estonian Ministry of Finance has announced plans to amend the Gambling Act of 2008. However, the changes will not introduce stricter regulations. Rainer Osanik, head of financial policies and intelligence, will oversee the drafting of amendments.

Osanik informed the Economic Affairs Committee that the draft amendments will be ready for feedback by June 2025. The goal is to implement the new legislation in the first half of 2026.

Despite concerns about underage gambling, the Ministry will not regulate loot boxes or virtual currency purchases in video games. Estonia already enforces a minimum gambling age of 21.
