Online casino revenue climbed 14.7% to DKK3.53 billion, strengthening its position as the primary growth driver. Slots dominated the online gaming sphere, contributing 78.2% of the total revenue. Blackjack followed with 6.7%, while roulette accounted for 6.4%. Other games such as poker and bingo made smaller contributions.

Sports betting also recorded growth, albeit more modest, rising 1.2% to DKK2.21 billion. Mobile betting remained the most popular channel, representing 70.4% of all sports betting revenue. Desktop betting accounted for 15.1%, while land-based retail betting made up 14.5%.

Land-based casinos saw a slight revenue increase of 1.7%, reaching DKK368 million. In contrast, revenue from land-based slot machines dipped by 1.2%, totalling DKK1.16 billion.

In December 2024, overall gambling revenue rose by just 0.8% year-on-year. This modest growth occurred despite a 13.6% jump in online casino revenue. Declines in sports betting, down 15.7%, and land-based slots, down 1.7%, offset the gains.

Netherlands plans to raise gambling age limit to 21 for high-risk games

The Dutch Government is set to tighten gambling regulations, with a proposal to raise the minimum age for high-risk gambling to 21. State Secretary for Legal Protection, Teun Struycken, announced the plan in a letter to the Tweede Kamer, aiming to tackle gambling addiction and strengthen existing laws.

Struycken plans to assess the impact of this age limit before presenting a formal legislative proposal early next year. This move is part of a wider strategy to create safer gambling environments and reduce the risks associated with addictive games.

Alongside the proposed age restriction, the government will introduce mandatory gambling limits. These limits aim to stop players from switching between platforms once they hit their spending cap. Players can only exceed these limits if they prove it won’t harm their financial stability.

The Kansspelautoriteit (Dutch Gambling Authority) will also receive greater powers to fight illegal gambling. The regulator will be able to block unlicensed websites, collaborate with internet providers and banks, and suspend licences of legal operators if needed.

Struycken admitted the current regulations have fallen short, stating: Too many groups are taking dangerous gambling risks, and far too many have already found themselves in addiction treatment.”

However, the proposal has sparked concerns within the gambling industry. The Dutch Online Gambling Association (NOGA) warned that raising the age limit could drive younger players towards illegal platforms. NOGA Director Eric Konings stressed the need to focus on cracking down on unlicensed operators.

The Scientific Research and Data Centre (WODC) has also weighed in, advising the government on the benefits of overarching gambling limits. Their research found that while personalised limits reduce spending, overall gambling behaviour remains largely unchanged.
