The Prime Minister of Croatia has put forward proposals for reforms in the gambling sector
Prime Minister Andrej Plenković has called for urgent reforms to Croatia’s Gambling Act of 2009, emphasising concerns raised by municipal leaders and city mayors about the excessive exposure of citizens to gambling. The proposed draft decree, introduced by the Croatian Democratic Union (HDZ) and initiated by Finance Minister Marko Primorac, outlines changes aimed at curtailing gambling-related issues.

Under the proposed decree, stringent regulations on gambling advertising would be implemented. This includes prohibiting advertisements in public outdoor spaces and print media. Television ads would be restricted between 6 am and 11 pm, with exceptions made for live sports broadcasts. Additionally, incentives like bonuses and free bets in online media would be banned, ensuring that all campaigns are targeted exclusively at adults over 18 and accompanied by mandatory warnings.
The decree also introduces a new register managed by the Croatian Institute of Public Health (HZJZ) to record self-excluded players. By 2026, players or their families, doctors, and social workers would have the ability to request self-exclusion.
Moreover, the reform includes a compliance framework aimed at disqualifying licensed operators for repeated violations. It mandates banks to block payments to unlicensed operators, blacklisted by the government.
Critics, including opposition politicians, have accused the government of inaction on problem gambling in the lead-up to the May elections. Despite past parliamentary debates, little has changed since 2009, except for minor amendments in 2015.
Addressing parliament, Prime Minister Plenković urged ministers to support the decree and expedite its implementation, citing the growing impact of digital gambling on younger generations. Finance Minister Primorac said that the reforms aim to reduce addiction and its societal impact by limiting the mechanisms and availability of gambling.
