The Montenegro Ministry of Finance has proposed introducing a tax on gambling winnings

The Ministry of Finance has proposed a 15% tax on customer winnings from gambling, introducing a new challenge for the industry. According to the ministry, the current exemption of gambling winnings from taxation is no longer justifiable.

The proposal aims to amend both the Personal Income Tax and the nation’s Gambling Act, with the goal of boosting budget revenues by €5 million and generating funds to address gambling addiction. This initiative follows Prime Minister Milojko Spajić’s calls for measures to strengthen gambling protections, particularly for minors, since he took office in October.

However, the Montenegrin Gambling Operators’ Association has expressed strong opposition to the proposal. They argue that similar tax measures in other countries have been counterproductive, often leading to decreased revenues. The association warns that this new tax could reduce payments by as much as 30 per cent. Montenegro Bet has also launched a petition against the proposal, asserting that it could devastate the sector.

This proposal is the latest development in the ongoing controversy surrounding Montenegro’s gambling industry. It follows plans to ban electronic payments for gambling transactions, a move the sector contends would severely impact the industry while increasing the risk of money laundering through cash transactions.
