As Euro 2024 kicks off in Germany, the German gambling regulator, GGL, has issued a stern warning regarding illegal betting. The regulator urged bettors to consult its whitelist of licensed gambling operators, emphasising that using unlicensed services is illegal and poses significant risks to players.

Highlighting the importance of player protection, the GGL also promoted the OASIS gambling self-exclusion program, managed by the government of Darmstadt. They cautioned that illegal gambling not only carries legal consequences but also heightens the risk of gambling addiction.
Board member Ronald Benter underscored their commitment to enforcing legal standards in sports betting to safeguard players. He stressed the necessity for individuals to educate themselves about legal gambling options using the detailed resources provided by the GGL and other official bodies.
In collaboration with government officials, the GGL is actively ensuring that measures for player protection are effectively implemented. They expressed opposition to the Ministry of Justice’s proposal to decriminalise unlicensed gambling and advocated for extending legal measures to cover foreign-based unlicensed providers.
Looking forward, the GGL announced a comprehensive market evaluation slated for completion by 2026. This evaluation will assess the regulated gambling market’s societal impact, with a particular focus on the effectiveness of advertising in directing players to licensed platforms while mitigating the risk of incentivising non-gamblers.
Germany’s Fourth Interstate Treaty on Gambling presented a regulatory framework for online gambling in 2021. Since becoming fully operational last year, the GGL aims to assess the treaty’s suitability and the efficacy of advertising strategies in guiding consumers towards licensed gambling options.
