Romanian MP proposes raising gambling age to 21 in new legislation

Raluca Turcan, a Romanian Liberal Party (PNL) MP, has put forward a plan to increase the legal gambling age. Currently, the minimum age is 18, but her proposal would raise it to 21. This change is part of two new bills designed to impose stricter rules on the gambling industry.

Turcan argues that this measure will better protect young people’s emotional and financial health. She highlights the period from 18 to 21 as a particularly vulnerable life stage. During this time, many young people are studying or starting their careers while also managing their own finances for the first time.

Moreover, she states that the gambling industry, with its persuasive marketing and psychological techniques, often targets this exact group. Consequently, raising the age limit would provide a crucial “window of emotional and financial maturation.”

This move would align Romania with several other countries. For instance, the United States already sets the minimum gambling age at 21. Similarly, in Europe, nations like Portugal, Greece, and the Republic of Moldova have this higher age limit. Turcan notes that these countries have seen significant declines in youth gambling addiction and debt.

Additionally, Belgium raised its gambling age to 21 just over a year ago. Likewise, Latvia is also in the process of increasing its minimum age.

In a second legislative proposal, Turcan also targets gambling advertising, particularly online. This bill suggests a ban on all gambling-related adverts on digital platforms between 6am and midnight. The goal is to shield minors and young adults, who are most likely to see this content during these hours.

Furthermore, the bill proposes a ban on using influencers, athletes, and other public figures in gambling campaigns. Turcan explains that this reflects changing media habits. Today, young people are influenced less by traditional ads and more by the online figures they follow and imitate.
