Finland ends gambling monopoly with new law

Finland’s President, Alexander Stubb, has signed a new Gambling Act into law, conclusively ending the state’s monopoly. The legislation opens the market to licensed private operators from July 2027.

Starting in March of this year, interested operators can begin submitting their licence applications. The current monopoly holder, Veikkaus, will continue its exclusive operations until 30th June 2027. After this date, the competitive online market for betting and casino games will officially commence. Veikkaus will retain its monopoly over national lotteries and land-based slot machines but will become a participant in the newly open digital sector.

Oversight of the market will shift to a newly created authority. Initially, the National Police Board will process licence applications. From July 2027, the Finnish Supervisory Agency will assume full regulatory control. This body will be empowered to enforce strict rules, including imposing substantial fines and revoking licences for serious non-compliance.

The reform prioritises harm prevention and consumer safety through several key measures:

Age and Verification: The legal gambling age remains 18, with mandatory identity verification required for all activities.

Controlled Marketing: While some advertising will be permitted, it is heavily restricted. All marketing must avoid targeting minors, and influencer promotions are expressly prohibited.

Software Integrity: From July 2028, all licensees must use gambling software provided by licensed manufacturers, ensuring game fairness and security.

The government states the primary goals of this reform are to channel gambling into a regulated environment, enhance consumer protections, and reduce gambling-related harm across Finnish society.

BGC has agreed a deal to guide Chile’s online gambling reform

The Betting and Gaming Council (BGC) has agreed a new deal with Chile’s online betting association, aPAL. Therefore, this partnership aims to support Chile’s push for modern iGaming regulation.

Currently, online betting in Chile operates in a legal grey area. It is not illegal, but it remains unregulated. Consequently, operators work without government oversight. aPAL, a group of international betting brands, wants to change this. They are now working with UK experts to advance a long-awaited draft bill.

“We can draw on international best practice with the BGC’s help,” said Carlos Baeza, aPAL’s representative. “Chile has a real opportunity to introduce a robust framework that protects consumers.”

Chile has strong iGaming potential, similar to Colombia and Peru. However, the country risks falling behind its regulated neighbours. Industry figures warn that delay is costly.

“Every month without regulation means more capital leaving the country and more players at risk,” said Cecilia Valdés of Chile’s casino association. “Not regulating rewards those who break the law.”

Now, following recent elections, the path for the bill looks clearer. It has already gained bipartisan support in Chile’s Senate. Ultimately, the goal is a formal licensing system with clear rules on tax and consumer protection.

Reports suggest about five million Chileans use over 3,800 betting websites. This generates an estimated $3.1bn in value.

Given this strong market presence and political support, aPAL is optimistic. They believe Chile could introduce a licensing regime by 2027. Their partnership with the BGC will help engage policymakers with evidence from well-regulated markets like the UK.

“Well-designed regulation protects players and drives out the black market,” said BGC Chief Executive Grainne Hurst. “This agreement reflects our commitment to supporting evidence-based policy internationally.”
