Meanwhile, Ukraine’s parliament has given initial approval to bill 9256d, aiming to dissolve the national gambling regulator, the Commission for the Regulation of Gambling and Lotteries (KRAIL). Established after Ukraine re-legalised gambling in July 2020, KRAIL has faced criticism for significant delays in its work.
Deputy Prime Minister Mykhailo Fedorov introduced the bill a year ago, proposing to replace KRAIL with a more efficient executive body. KRAIL, functioning as a collegial body with a chairman and six members, often faced challenges ensuring quorum due to absences amidst the ongoing conflict with Russia. Consequently, this led to delays in processing licence applications.
The proposed legislation also includes measures to restrict gambling advertising and implement responsible gambling practices, aimed at safeguarding vulnerable groups. With 272 legislators voting in favour, the bill now advances to a second reading before potential enactment by President Volodymyr Zelenskyy.
Earlier, President Zelenskyy took actions to prohibit gambling among military personnel. Additionally, there will be restrictions on the use of military imagery in gambling advertisements. These actions follow a petition initiated by Pavlo Petrychenko, a commander in the 59th separate motorised infantry brigade.
